The City of Concord does NOT offer curbside bulk-item pickup. Anything too large for a 30-gallon purple PAYT bag (couches, mattresses, refrigerators, dressers, grills, lawn mowers, exercise equipment) is the resident's responsibility to either (1) self-haul to the Concord Transfer Station at 77 Old Turnpike Road with proof of Concord or Penacook residency — mattresses run $55 each, TVs $50 each, most other bulky items billed at the $212.15/ton residential rate with a $25 minimum, or (2) hire a private junk-removal hauler. Purple PAYT bags ($1.60 for 15-gallon, $3.20 for 30-gallon, sold at 13 retailers including Hannaford, Market Basket, Walmart, Walgreens, CVS, and Lowe's) are the only acceptable container for routine curbside trash. Starting the week of June 29, 2026, automated collection pilots begin in selected neighborhoods using city-supplied 95-gallon recycling carts and 65-gallon trash carts; PAYT bags remain required INSIDE the trash cart and any bags left beside a cart on a pilot route will not be collected. City-wide automated rollout is scheduled for July 2028. 8+ unit multi-family properties use dumpsters and are exempt from PAYT.
Concord and Penacook residents have one official annual Household Hazardous Waste collection day: Saturday, September 12, 2026, from 9:00 AM to 3:00 PM at the Douglas N. Everett Arena, 15 Loudon Road, Concord, NH. Concord/Penacook residency proof (driver license or utility bill) is required at the gate; non-residents are turned away. Per-household limit is 10 gallons OR 20 pounds. Accepted: oil-based paints, stains, varnishes, paint thinner, gasoline, brake fluid, swimming pool chemicals, insecticides, weed killers, oven cleaner, drain cleaner, mercury-containing items, and vapes/e-cigarettes. NOT accepted at HHW: latex paint (dry it out and trash with lid off), fluorescent bulbs (illegal in trash under RSA 149-M:58 — retailer take-back only), fire extinguishers, smoke detectors, radioactive waste, explosives, ammunition, prescription medications (use a police drug-take-back box), fireworks, sharps and needles, asbestos. Contrary to common belief: mattresses are NOT banned from NH landfills (unlike Massachusetts) and as of May 2026 NH has NO statewide PaintCare or paint-stewardship program — Governor Ayotte vetoed HB 451 in March 2026 and the House override failed on April 9, 2026. Illegal dumping under RSA 149-M:15 carries civil penalties up to $25,000 per day plus criminal misdemeanor/felony charges; report to local police or NH DES at (603) 271-2942.
